Has anyone else noticed the sorry state of the small pond in Marine Gardens? I'm sure I am right in thinking it used to have a flowing fountain and fish, but now looks totally forgotten.

Also does anyone else feel that in recent years, since more of the council's services have been contracted out the gardens, verges and so on have suffered?

Could these things be linked?
